Article 1 In order to further strengthen the work of production safety, constantly improve the enterprise's intrinsic safety production level, effectively enhance the sense of responsibility and mission of the enterprise staff and the public to pay attention to and participate in the development of safety, timely detection and elimination of potential accidents, to stop the phenomenon of "three violations" of the practitioners, and to prevent the occurrence of production safety accidents, these Measures are formulated in accordance with the "Law of the People's Republic of China on Production Safety" and other laws and regulations. Article II of this approach applies to the administrative area of Baotou City, mines, hazardous chemicals production, storage and operation of the use of metal smelting, building construction, special equipment, gas, amusement parks, trade enterprises, logistics and other key industries, professional areas of production and operation units of the existence of hidden dangers and production safety violations.

Article 3 The reporting incentives provided for in these measures in accordance with the "local responsibility, unified acceptance, verification, appropriate rewards" principle, the people's governments of flag counties and districts, Rare Earth Hi-Tech Zone Management Committee should be clear that the reporting incentives for the unified acceptance of the department, and in accordance with the division of responsibilities of the work of the safety of the reporting incentives for the verification of the matter of responsibility. .
Flag County People's Government, Rare Earth Hi-tech Zone Management Committee should strengthen the region's production safety incentives for the deployment of reward matters, guidance, supervision and safeguards, to establish and improve the production safety incentives for reporting acceptance, verification, processing, feedback, supervision, incentive statistics and reports and other systems.
Article 4 The reporting incentives implemented by these measures are mainly for the following hidden accidents and production safety violations:
(A) production and management unit safety management personnel (production and management unit in charge of production safety, the head of the production safety management organization and its management personnel, as well as production and management units without a production safety management organization, full-time and part-time production safety management personnel, etc.) during the production of off-duty;
(ii) The person in charge of the production and management unit is not on duty to lead the shift during holidays and when the enterprise is in normal production and operation;
(C) Violation of operating procedures or safety management provisions of the operation;
(D) Violation of the rules and regulations of the command of employees or forced employees to violate the rules and risky operations;
(E) Exceeding the authorized production capacity, intensity, or staffing for production;
(F) equipment and facilities are not regularly maintained, maintenance, regular testing or overdue for service and other unsafe situations;
(VII) the facilities, equipment, equipment, dangerous goods and workplaces that have been seized or impounded, unauthorized opening or use;
(H) urban gas users report gas equipment or pipeline safety hazards, the gas business unit did not deal with in a timely manner.
Article V of the flag and county people's governments, Rare Earth Hi-Tech Zone Management Committee to establish a public information system to receive reports, and to the public reporting telephone, e-mail, fax phone and prize money. Whistleblowers can report through the production safety hotline, letter, e-mail, network platforms and other ways to report accidents and production safety violations.
Flag County People's Government, Rare Earth Hi-Tech Zone Management Committee of the relevant departments should be set up in the portal, office lobby and production and management units of the entrance and exit of the prominent position of the acceptance of the report bulletin board, the content of the above is publicized, and set up in a prominent position in the report box.
Article VI of any unit, organization and individual (hereinafter collectively referred to as the whistleblower) have the right to report hidden accidents and production safety violations.
Whistleblowers should provide their contact number, the name of the subject of the violation, time, location, the content of the violation and other relevant information and materials (including video data).
Article VII whistleblower reports should be objective and truthful, and is responsible for the authenticity of the content of their reports, shall not be fabricated, distort the facts, shall not be falsely accused, framed others and enterprises. Suspected of committing a crime bear the corresponding legal responsibility.
Article VIII of the accident reported by the informer and production safety violations, belonging to the production and management units and departments responsible for production safety supervision and management did not find, or although found but not dealt with in accordance with relevant provisions of the law, verified to be true, to give the whistleblower reward.
Article IX production and management unit production safety management personnel for the performance of production safety management duties found hidden accidents and production safety violations, shall be dealt with immediately according to law; can not be dealt with, it shall be reported to the relevant person in charge of the unit to deal with in a timely manner. The person in charge of the production and management unit is not dealt with in a timely or effective manner, the production and management unit of production safety management personnel can only be included in the scope of the reward for reporting. Shall not be reported in lieu of production safety management duties to be performed in accordance with the law.
Article X has one of the following reporting circumstances, not included in the award:
(A) the facts of the report is unclear, or the content of the report can not be verified;
(B) the reported matters have been found not yet closed;
(C) reported matters in the rectification period;
(D) report has been found before the illegal production safety cases;
(E) anonymous reporting without leaving valid contact information;
(F) with the production safety management, supervision, monitoring responsibilities of staff and their close relatives or their authorization of others to report;
(G) other incentives do not meet the laws and regulations.

More than one joint report on the same matter, the first signatory by the report or the first signatory entrusted in writing by the other signatory to receive a bonus.
Article XII of the reporting department that the matters reported by the whistleblower does not apply to the provisions of the incentives, should inform the informant of the decision not to reward and the reasons.
Article XIII of the provisions of this approach to reporting hidden accidents and production safety violations, the investigation is true, the flag and county people's government, Rare Earth Hi-tech Zone Management Committee shall be meritorious whistleblowers to give cash rewards:
(A) the report of the fourth article (a), (b) of the situation, to give 100 yuan reward;

(C) of this approach to report the fourth (e), (f), (g), (h) of the situation, to give 300 yuan reward.
