In order to thoroughly implement the Guiding Opinions of the CPC Central Committee and the State Council on Promoting the High-Quality Development of Trade and the Implementing Opinions of the General Office of the State Council on Promoting the Innovative Development of Foreign Trade, give full play to the leading role of the demonstration, accelerate the transformation and upgrading of agricultural trade, and help agriculture to be high-quality and high-efficiency, the countryside to be livable and livable, and farmers to be affluent, according to the "Notice on the Construction of Bases for High-Quality Development of Agricultural International Trade" issued by the General Office of Ministry of Agriculture and Rural Affairs. High-quality development base construction notice" (Agricultural Office of Foreign [2021] No. 1) requirements, at the provincial level recommended, expert evaluation, comprehensive review and publicity based on the decision to identify 115 bases such as Beijing Qiuzhi Agricultural Company Limited as agricultural international trade high-quality development bases (hereinafter referred to as the "base of international trade"), Yancheng City, Yiming Foods Co. Ltd. and other 13 bases into the management system of ITC bases (see the annex for the specific list). The relevant matters are notified as follows.
First, accurately grasp the construction direction
Local agricultural and rural departments should focus on expanding the export of agricultural products, improve international competitiveness of the overall goal, focus on improving the base subject to apply overseas market standards, make good use of trade rules, build international brands, the ability to open up the international market, and to do a solid and detailed export promotion of public services, to create a favorable environment for the development of the region's agricultural foreign trade.
Second, actively support the construction of the base
Local agricultural and rural departments should actively support the construction of high-quality development bases for agricultural international trade, strengthen coordination with finance, commerce, customs, market supervision, finance, insurance and other departments to promote relevant policies and measures to the main body of the bases to cluster, forming a strong base to promote the export of the work of the synergy.
Summarize and promote experience in a timely manner
Localities should focus on summarizing the typical practices explored during the construction of the international trade base, strengthen publicity and experience promotion, enhance the competitive advantages of the region's export of agricultural products by point to point, and effectively play a good role in demonstrating and leading. Provincial agricultural and rural departments should organize and carry out foreign trade business training, observation and study, exchange seminars and other activities to promote experience sharing and cooperation and exchange.
Fourth, improve and sound follow-up management
Local agricultural and rural departments should strengthen the tracking service and guidance to the market main body of the international trade base, timely understanding and feedback on the international trade base encountered foreign trade barriers and other issues. The Ministry of Agriculture and Rural Development will introduce specialized management methods in due course, carry out monitoring and evaluation of the ITC bases, and establish a dynamic management mechanism of "in and out".
