General Office of the Ministry of Industry and Information Technology on the Announcement of the Third Batch of Green Manufacturing List

In order to implement the "Industrial Green Development Plan (2016-2020)" and "Green Manufacturing Project Implementation Guidelines (2016-2020)", continue to create advanced green manufacturing models, lead the green transformation of industry in related fields, accelerate the construction of green manufacturing system, and accelerate the construction of green manufacturing system in accordance with the "Notice of the General Office of the Ministry of Industry and Information Technology on the Construction of Green Manufacturing System" (Sections Letter of the Office of Industry and Information Technology [ 2016] No. 586, hereinafter referred to as the Notice) and the Notice of the General Office of the Ministry of Industry and Information Technology on the Recommendation of the Third Batch of Green Manufacturing Lists (Industry and Information Technology Hall Section Letter [2018] No. 257), the Ministry has organized and carried out the recommendation of the third batch of green manufacturing lists. After self-evaluation by the declaring units, evaluation by third-party evaluation organizations, assessment and confirmation by the provincial departments in charge of industry and information technology and expert verification, public announcement and other links, the third batch of green manufacturing list was determined. Among them, there are 391 green factories, 480 kinds of green design products, 34 green parks and 21 green supply chain management demonstration enterprises (see Annexes 1-4 for details), which are hereby announced. The related matters are notified as follows:

First, the competent departments of industry and information technology around the world should strengthen the connection between the green manufacturing list and relevant industrial policies, give full play to the demonstration role of leading the region's green transformation. Encourage localities to release the green manufacturing list in their regions, recommend it to the Ministry on the basis of merit, and study and introduce supporting support policies. Strengthen the green manufacturing list of relevant units and third-party evaluation agency guidance, supervision and management, no longer meet the green manufacturing evaluation requirements of the unit, and promptly report the situation to the Ministry (Department of Energy Conservation and Comprehensive Utilization).

Second, after verification, Taixing Economic and Technological Development Zone in the occurrence of ecological and environmental pollution events, no longer meet the green manufacturing evaluation requirements, with immediate effect from the list of green parks removed. The Ministry will further organize random checks and supervision of green manufacturing units, no longer meet the green manufacturing evaluation requirements in the random checks, especially the existence of fraud, underreporting of major safety accidents, environmental pollution problems, removed from the green manufacturing list, and the unit and its third-party evaluation agency for notification.

Third, the green design products included in the list of this notice can paste their own logo in accordance with the "Eco-design Product Labeling" (GB/T32162-2015).

The green factories, green parks and green supply chain management demonstration enterprises on the list of this notice shall make self-declaration on the green manufacturing level indicators on the Green Manufacturing Public Service Platform before January 15, 2019, and make self-declaration (update) on the green manufacturing level indicators for the previous year on January 15 and half-year on July 15 of each year in the future. In the future, it will make self-declaration on the green manufacturing level indicators on January 15 of the previous year and before July 15 of the half-year, and display the advanced experience and typical practices of green manufacturing.
